Understand what the directory establishes

ZATCA allows taxpayers to choose a company offering a system that meets e-invoicing requirements even if the provider is not in the indicative directory. The page says the directory helps users find providers that passed qualification criteria, and separates generation-and-storage requirements from integration requirements.

Use ZATCA’s solution-provider directory as a research starting point, not a substitute for checking the solution, version and scope you will buy. If an offer says “approved,” ask what that means, what proves it and what its limits are.

Give the provider your invoicing-process outline

Before requesting a proposal, we recommend preparing the software name and version, invoice sources, branches and channels, document types, and whether you have an internal technical team. Do not send login credentials during commercial comparisons.

This helps you ask a specific question: can the existing system stay with an update, or does it need additional technical integration or migration? ZATCA’s guidance confirms that an existing solution can continue after being updated for integration; moving to the next phase does not in itself mandate replacing the system.

Request a demonstration of your scenarios

ZATCA’s readiness guidance recommends confirming compatibility with the provider and verifying that the solution functions correctly and generates compliant invoices.

For a practical comparison, ask for a demonstration of document creation, submission, response reading, and how users see warnings or rejections. Include invoice and note scenarios your business uses, and identify the demonstration environment; seeing a test environment does not establish that your business is live.

The technical guideline explains different stamp-identifier arrangements for central architectures, point-of-sale devices and branch servers. Ask the provider for a diagram suited to your architecture rather than a general promise that all branches are connected.

Compare scope, not package titles

We recommend separating these items in written proposals:

  • Software subscription and configuration or integration work.
  • Data correction and software changes, with exclusions for each.
  • Test scenarios and handover evidence.
  • Training for business users and the system owner.
  • Post-launch support, its boundaries and escalation ownership.
  • Data and document exports when the relationship ends.

These are suggested comparison items, not a mandatory regulatory package or a promise that every provider supplies them. Ask who owns each item and what requires a separate proposal.

Check archiving and exit arrangements

ZATCA’s guidance says the solution must allow invoices to be exported and saved to an external archive, and users must not be allowed to modify or delete invoice and note documents after issue. Solution requirements also prohibit an option to export the private stamping key.

Request a document-retrieval and export demonstration, and establish archive access when the subscription ends. Do not confuse access to your documents with copying private stamping keys; ask the provider to explain a secure transition appropriate to the situation.

Separate software purchasing from readiness work

You may already have suitable software and need readiness assessment, preparation, testing and team training rather than a different product. For the implementation sequence, read the Fatoora integration steps. For applicability and timing, use our current-wave guide.

If the condition of your accounts and data is unclear, start with an Accounting system health check, which provides a diagnostic report and excludes remediation. Aleem’s E-invoicing readiness (Fatoora) covers assessment of the invoicing system, integration preparation, invoice testing and team training within an agreed scope, without claiming official solution approval or guaranteeing error-free operation.
